What makes each day count?
it is the passage of time that is converted to achievement and fulfillment. This is when we have measurable goals and specific targets. So if we achieve our targets,we have converted this day into the achievement of a particular purpose or goal.
What you do with your time is literally what you are doing with your life. This is why you cannot afford to waste your time. To waste time is to waste life. Time expended can never be recovered again.
When we set goals,we give ourselves the opportunity to convert time to progress.

Start each day with a sacred assembly and end it the same way.
Sometimes you will feel like not attending classes, yet you have to.
When tempted to quit find courage and continue.
Some tests and exams may be tough but remember,
the Principal knows how much you can bear and yet
it's a school better than any other.

joy, peace and happiness accompany each lesson of the day.

PRESIDENT MUHAMMADU BUHARI’S 55th YEAR INDEPENDENCE CELEBRATION BROADCAST ON THURSDAY 1st OCTOBER,2015.

October 1st is a day for joy and celebrations for us Nigerians whatever the circumstances we find ourselves in because it is the day, 55 years ago; we liberated ourselves from the shackles of colonialism and began our long march to nationhood and to greatness.
No temporary problems or passing challenges should stop us from honoring this day. Let us remind ourselves of the gifts God has given us. Our Creator has bequeathed to us Numbers – Nigeria is the ninth most populated country on the planet. We have in addition:
• Arable land
• Water
• Forests
• Oil and gas
• Coastline
• Solid minerals
We have all the attributes of a great nation. We are not there yet because the one commodity we have been unable to exploit to the fullest is unity of purpose. This would have enabled us to achieve not only more orderly political evolution and integration but also continuity and economic progress.
Countries far less endowed have made greater economic progress by greater coherence and unity of purpose.
Nonetheless, that we have remained together is an achievement we should all appreciate and try to consolidate. We have witnessed this year a sea change in our democratic development. The fact that an opposition party replaced an entrenched government in a free and fair election is indicative of the deeper roots of our democratic system. Whatever one’s views are, Nigerians must thank former President Jonathan for not digging-in in the face of defeat and thereby saving the country untold consequences.
As I said in my inaugural speech, I bear no ill will against anyone on past events. Nobody should fear anything from me. We are not after anyone. People should only fear the consequences of their actions. I hereby invite everyone, whatever his or her political view to join me in working for the nation.
My countrymen and women, every new government inherits problems. Ours was no different. But what Nigerians want are solutions, quick solutions not a recitation of problems inherited. Accordingly, after consultations with the Vice President, senior party leaders and other senior stakeholders, I quickly got down to work on the immediate, medium-term and long-term problems which we must solve if we are to maintain the confidence which Nigerians so generously bestowed on us in the March elections and since then.
As you know, I toured the neighboring countries, marshal a coalition of armed forces of the five nations to confront and defeat Boko Haram. I met also the G7 leaders and other friendly presidents in an effort to build an international coalition against Boko Haram. Our gallant armed forces under new leadership have taken the battle to the insurgents, and severely weakened their logistical and infrastructural capabilities. Boko Haram are being scattered and are on the run. That they are resorting to shameless attacks on soft targets such as I.D.P. camps is indicative of their cowardice and desperation. I have instructed security and local authorities to tighten vigilance in vulnerable places. 
On power, government officials have held a series of long sessions over several weeks about the best way to improve the nation’s power supply in the safest and most cost effective way. In the meantime, improvement in the power supply is moderately encouraging. By the same token, supply of petrol and kerosene to the public has improved throughout the country. All the early signs are that within months the whole country would begin to feel a change for the better.
Preliminary steps have been taken to sanitize NNPC and improve its operations so that the inefficiency and corruption could be reduced to a minimum. Those of our refineries which can be serviced and brought back into partial production would be enabled to resume operations so that the whole sordid business of exporting crude and importing finished products in dubious transactions could be stopped.
In addition to NNPC, I have ordered for a complete audit of our other revenue generating agencies mainly CBN, FIRS, Customs, NCC, for better service delivery to the nation. Prudent housekeeping is needed now more than ever in view of the sharp decline in world market oil prices. It is a challenge we have to face squarely. But what counts is not so much what accrues but how we manage our resources that is important.
We have seen in the last few years how huge resources were mismanaged, squandered and wasted. The new APC government is embarking on a clean up, introducing prudence and probity in public financing.
At an early stage, the federal government addressed the issue of salary arrears in many states, a situation capable of degenerating into social unrest. The APC government stepped in to provide short-term support to the owing states and enabled them to pay off the backlog and restore the livelihood of millions of Nigerians.
Fellow Nigerians, there have been a lot of anxiety and impatience over the apparent delay in announcement of ministers. There is no cause to be anxious. Our government set out to do things methodically and properly. We received the handing over notes from the outgoing government only four days before taking over. Consequently, the Joda Transition Committee submitted its Report on the reorganization of Federal Government structure after studying the hand over notes. It would have been haphazard to announce ministers when the government had not finalized the number of ministries to optimally carry the burden of governance.
Anyway, the wait is over. The first set of names for ministerial nominees for confirmation has been sent to the senate. Subsequent lists will be forwarded in due course. Impatience is not a virtue. Order is more vital than speed. Careful and deliberate decisions after consultations get far better results. And better results for our country is what the APC government for CHANGE is all about.
I would like to end my address this morning on our agenda for CHANGE. Change does not just happen. You and I and all of us must appreciate that we all have our part to play if we want to bring CHANGE about. We must change our lawless habits, our attitude to public office and public trust. We must change our unruly behavior in schools, hospitals, market places, motor parks, on the roads, in homes and offices. To bring about change, we must change ourselves by being law-abiding citizen

Two Nigerians charged with the murder of a 17-year-old boy in UK




Sodiq Adebayo, aged 22, Akeem Gbadamosi, 21 and Eugene Ocran, 19, have been charged with the murder of 17-year-old Marcel Addai. Marcel was stabbed in the chest on September 4 after being chased through St John's Estate in Pitfield Street, Hoxton, London on Sept. 4. He was pronounced dead at the scene. A 40-year-old woman, who did not want to be named, said she saw the victim being chased before falling to the ground as she watched from her nearby flat.




"There was a big chase," she said. They ran through the estate, some on bikes, some on foot. By the end of it when he died there were about 15people around him. I just heard the screams, the cries - a primal scream of death. I could really hear it. I don't know if it was one of his friends who realized that he was dead but it was the most echoing, crying noise"

Earlier statement from the Metropolitan Police indicates that Akeem Gbadamosi and Eugene Ocran were charged on Wednesday, September 9 and appeared in custody at Hendon Magistrates' Court on Thursday, 10 September. Sodiq Adebayo appeared in custody at Hendon Magistrates' Court on Saturday 12 September.

1 Month Old Baby Accidentally Given Baby Formula Mixed With Vodka Instead Of Water

one month old baby girl was raced to the children’s hospital after her mother accidentally mixed her formula with vodka instead of water. The infant had a blood alcohol level of almost 0.294 – almost four times the 0.08 driving limit – when she was admitted to the Children’s Hospital of Wisconsin. Her mother said the baby had consumed 2 oz of vodka unbeknownst to her. She said after she gave the infant her bottle on Monday night, her hands and toes became red and her legs started shaking. The 20-year-old mother, who has not been identified, told police that her 22 year old bf, Brian Smith, was staying with her and had emptied out a bottle of water on the kitchen counter and replaced it with the strong liquor without telling her. The mother said she and Smith were in their apartment when he asked if the baby had been fed. She said she had used the water bottle she always uses in the kitchen. Smith then became upset and started yelling and said he had dumped out the water and had filled the bottle with vodka, intending to take it with him. The complaint said he continued to yell at her, threw a bottle at her, pushed her and grabbed her by the neck so hard she was unable to speak. According to the complaint the young mother filed against Smith, the argument and fight continued out in a hallway and into the parking lot, which is when police arrived. When police arrived, they found Smith screaming and swearing at a group of about a dozen people gathered around a car. Officers said Smith was holding open the rear door, and a 20-year-old woman was inside the car. According to the complaint, Jones threatened officers by yelling, “Don’t effing touch me,” and went towards them with clenched fists. After a brief struggle with officers, he was handcuffed. Documents state that an officer then spoke to the woman in the car, who was crying and sobbing uncontrollably. That was when she then told the officer that Smith had choked her after she had used a water bottle filled with vodka to feed her 1-month-old child, Daviarre. Officers observed that the child’s breathing was labored and an ambulance was called. Police believe the incident was an accident, and the mother will likely not face any charges. The baby’s grandfather said it was all a big misunderstanding. “It was an honest mistake, and then it led up to a bunch of other things, and he didn’t know what to do, and he was scared,” Allen Jones said. Smith is facing charges of strangulation and battery, disorderly conduct and resisting an officer. He could face nearly 10 years in prison if convicted. The baby was placed in intensive care but is expected to be released from hospital this week.

The world's shortest man Chandra Dangi from Nepal has died. He died from pneumonia in a US hospital yesterday September 4th. He was 75. He had been sick in his home which he was treating but had traveled to the US for work where he was rushed to the hospital after his symptoms worsened Dangi was just 21.5ins, and was declared the shortest human adult ever documented in history. ‘Today, our circus is flooded with tears at the loss of the world’s smallest man...whom we lovingly called Prince Chandra.’a family friend said

Help in the fight against corruption- Buhari appeals to lawyers.

President Buhari yesterday appealed to lawyers in Nigeria to assist in his administrations fight against corruption. President Buhari who made the appeal while speaking at the 55th Annual General Conference of the Nigerian Bar Association, NBA, in Abuja, said corruption is the main reason why Nigeria is where it is at the moment. He stressed that in putting an end to the menace of corruption, Nigeria needs lawyers that will never sacrifice the integrity of the legal system to cover the misdeeds of their clients, no matter how lucrative the brief may be. "I am convinced that law, lawmakers, lawyers, law courts and the law enforcement agencies all have pivotal responsibilities to discharge, if the change we seek is ever to materialise. This administration has taken on the challenge of improving security, fighting corruption and revamping the economy, among many others. The fight against corruption is a struggle for the restoration of law and order. Corruption and impunity become widespread when disrespect for law is allowed to thrive in society. Disrespect for law thrives when people get away with all sorts of shady deals and the court is unable to check them. Ability to manipulate and frustrate the legal system is the crowning glory of the corrupt and, as may be expected, this has left many legal practitioners and law courts tainted in an ugly way. In a gathering such as this, I do not need to elaborate on the way that corruption and impunity have damaged our economy. But I would like to say more on what, I believe, should be your role as legal practitioners, in helping us back to the path of rectitude. First, we need to make our courts functional and effective again. This means that we must have lawyers who take the ethics of the profession very seriously; lawyers who will not frustrate the course of justice, even though they defend their clients with all legitimate means and resources. Nigeria needs ethical lawyers who always keep the end of justice in mind and will never sacrifice the integrity of the legal system to cover the misdeeds of their clients, no matter how lucrative the brief may be.”he said

Landlord’s daughter bites off tenant’s ear over N500 PHCN bill.

There was disarray during the weekend at Oba Market Benin after a 23-year-old hair dresser named Miss Faith Idehen, had her left ear bitten off by her Landlord's daughter. According to a report by Vanguard, trouble started when the landlord's daughter demanded for N1,500, being the monthly payment for electricity bill. The hairdresser pleaded that she did not have up to that amount, but deposited N1,000 with a promise to pay the balance of N500 later in the day. She then left the compound and boarded a commercial bus to her place of work at Oba Market. Unknown to her, the landlord's daughter allegedly trailed, caught up with her at the popular Yanga Fish Market and pounced on her. Faith was reported to have fainted as she bled profusely from her left ear before passers-by and onlookers rescued her from the grip of her attacker, who threatened to deal with her entire family as she was rushed to Central Hospital. Over a balance of #500? She was eventually arrested by policemen after a 24-hour siege was laid to her residence & a Police source confirmed to Vanguard that the suspect would be charged to court for alleged assault and attempted murder.

Daughter of President Muhammadu Buhari, Zahra Buhari, has gotten a new job as an ambassador for a charity organization. She becomes the new ACE charity ambassador at large. ACE (Assisting Caring and Empowering) charity is a non-profit organisation making a sustainable, realistic and effective difference in the lives of Africans. The mission of the organization is to re-define the meaning of charity in Africa while providing education, literacy skills and training to African children and youths. Zahra, a medical microbiology student of the University of Surrey in England, is one of Buhari’s eight children.

Armed robbers snatch Mohammed Babangida's wife's car in Kaduna

Armed robbers early Saturday August 8th stole a black colored 2015 Mercedes Benz S550 belonging to Mohammed Babangida's wife, in Kaduna. According to a senior officer in the Nigerian police, the robbery took place in Ungwan Rimi area of the town. Mrs. Babangida & members of her security detail were unharmed during the daring robbery The police source explained that the armed robbers forcibly snatched her car at gunpoint before taking away unspecified amounts of money and other valuables from her. The source told SaharaReporters that the armed robbers had probably followed Mrs. Babangida before they stole her vehicle. Buhari orders federal ministries, agencies to open treasury single account

Press statement from the presidency... President Muhammadu Buhari has ordered each and every Federal Government Ministry, Department or Agency to start paying into a Treasury Single Account (TSA) for all government revenues, incomes and other receipts. According to the directive, this measure is specifically to promote transparency and facilitate compliance with sections 80 and 162 of the 1999 Constitution. Henceforth, according to a statement by Laolu Akande, the Senior Special Assistant to the Vice President on‎ Media and Publicity, all receipts due to the Federal Government or any of its agencies must be paid into TSA or designated accounts maintained and operated in the Central Bank of Nigeria (CBN), except otherwise expressly approved. A TSA is a unified structure of government bank accounts enabling consolidation and optimal utilization of government cash resources. It is a bank account or a set of linked bank accounts through which the government transacts all its receipts and payments and gets a consolidated view of its cash position at any given time. This presidential directive would end the previous public accounting situation of several fragmented accounts for government revenues, incomes and receipts, which in the recent past has meant the loss or leakages of legitimate income meant for the federation account. It would be recalled that President Muhammadu Buhari had earlier promised state governors at the inaugural meeting of the National Economic Council, NEC, in June, that all revenues prescribed for lodgement into the federation account will be treated as such under his watch and that he will ensure strict compliance with all relevant laws on accounting, allocation and disbursement. Since then the presidency has worked with relevant agencies of the federal government to evolve this policy directive. This directive applies to fully funded organs of government like the Ministries, Departments, Agencies and Foreign Missions, as well as the partially funded ones, like Teaching Hospitals, Medical Centres, Federal Tertiary Institutions, etc. Agencies like the CBN, SEC, CAC, NPA, NCC, FAAN, NCAA, NIMASA, NDIC, NSC, NNPC, FIRS, NCS, MMSD, DPR are also affected. The immediate past Chief of the Defence Staff, Air Chief Marshal Alex Badeh, has lamented the state of the Nigerian military. In an interview with Channels television, he says the last time the Nigerian army received new equipment was in 2006 and that the Nigerian military flies the oldest fighter jets in the whole world. He added that the government must build barracks for the military so that they can recruit more soldiers. In his words: “We found out that we had fifth columnist in the military that were leaking information to terrorists and then we also had challenges of serviceable equipment. “If I go down memory lane, I think the last time any piece of equipment was bought for the Nigerian army was in 2006 and how many were they? NYSC Bars Pregnant Women, Nursing Mothers, Postgraduate Students; Introduces Self-Deployment.

The National Youth Service Corps (NYSC) has barred pregnant women, nursing mothers and postgraduate students from enlisting in the national service across the country, until they are free to participate effectively. This disclosure was made by Director-General of the NYSC, Brig-Gen. Johnson Olawumi during a 2-day pre-mobilisation workshop for the 2015 Batch “B” NYSC programme held in Kaduna.Olawumi stated that the exemption of pregnant women and nursing mothers, as well as post-graduate students from national service was because they would not be able to undergo the four cardinal programmes of the NYSC: mobilisation, orientation, primary assignment and winding-up passing out parade. Olawumi faulted a situation whereby such categories of enlistees would be absent from the stages of the national service, only to resurface for posting to their various places of primary assignments. The National Youth Service Corps (NYSC) has also introduced a self-deployment system to enable prospective corps members choose where they wish to serve. This was part of resolutions at the end of the 2015 Batch ‘B’ pre-mobilisation workshop.

Chief of Army staff, Lt Gen Kenneth Minimah reassures Nigerians of security

Press statement from Defence Headquarters The Chief of Army Staff Lieutenant General Kenneth Minimah has reassured Nigerians of continued security in the country despite pocket of attacks in some parts of the North East. He made this re-assurance during the interdenominational church service to mark the Nigerian Army Day Celebrations 2015 at the All Saints Protestant Church Mogadishu Cantonment, Abuja. He noted that Nigerian Army has made considerable success in all efforts to contain insurgency in the country “I want to reassure Nigerians that we are fighting terrorism. We need a little more time and with the support of the citizenry, it will be over as quickly as possible. The Army has made considerable success in all efforts to contain insurgency in the country”. He noted that this time last year, the military were losing equipments, territories, troops and personnel but it is the reverse now. The terrorists are rather on the run, degraded and have resorted to all acts that are designed to coax, intimidate and cause disaffection in the minds of the people as to the reality of their existence. General Minimah concluded. Special prayers were offered for the Nigerian Armed Forces In the well attended event by senior officers of the Nigerian Armed Forces, members of the Nigerian Army Officers Wives Association (NAOWA), the Nigerian Police and other Para-military Services as well as members of the public. In his sermon, the Director of Nigerian Army Catholic Chaplaincy, Reverend Father (Colonel) Charles Iroegbu described the fight against insurgency as not just a physical war but a spiritual war and therefore charged all Christians to pray without ceasing for peace to reign in Nigeria. He called on the members of the Armed Forces to work together to ensure victory and gain the confidence of the civil populace.

The law must be supreme, everyone must respect the law – Buhari

President Muhammadu Buhari has assured that his administration will ensure that all cases of political assassinations, intimidation and kidnappings are thoroughly investigated and the perpetrators speedily brought to justice. This information is contained in a statement issued in Abuja on Saturday by the President’s Special Adviser on Media and Publicity, Mr Femi Adesina.President Muhammadu Buhari chairs the meeting of the Peace and Security Council at the 25th AU Summit in Johannesburg on Saturday Adesina said that the president gave the assurance while addressing State Chairmen of the All Progressives Congress (APC) at a parley in the Presidential Villa, Abuja. It quoted President Buhari as saying that he remained fully committed to providing a level playing field for all Nigerians to get on with their daily lives or participate in electing their leaders without fear of intimidation. The president said that his administration would continuously strengthen Nigeria’s criminal justice system to curb the reign of injustice and impunity in the country. “At every point, the law must be supreme and everyone must respect the law, if our democratic system is to survive. “Injustice cannot survive for long. Justice will ultimately prevail.’’ He said that government would ensure that those saddled with the responsibility of ensuring justice and equity did not rest on their oars. According to the president, the only way the nation can sustain its democracy is to ensure that the law remains supreme at all times. “If the law is upheld, people will have confidence that they can vote for who they want to vote for without intimidation or threats. “People must have protection to exercise their rights freely or we could be headed for anarchy. “The police and the judiciary must ensure that justice is done in the country. “We won’t allow impunity to continue in certain states, where the rights of the people are being violated. “I have a personal commitment to fair play and respect of personal rights. This government will do all that is possible to enforce that. “My address to National Executive Council of the APC was very clear. We are now in the frontline. We are the party in government. We must lead by good example and consolidate on the gains of our democratic system,’’ President Buhari said. The president urged the chairmen and other political leaders in the country to keep to prescribed legal processes for the resolution of political disputes. He enjoined them never resort to violence, criminality and other forms of unacceptable behaviours in seeking redress for any perceived injustice. He also called on the state chairmen to work with the party’s elected officials to ensure that the APC delivered on its promise of better living conditions for all Nigerians. The Leader of the delegation and Chairman of the APC in Kano State, Umar Dogowa, said that the APC State Chairmen were on a visit to the Presidential Villa to reaffirm their support for Buhari and his administration. Dogowa assured the president that the state chairmen would uphold the values of the party, promote peace and unity in the country, and also ensure that APC elected members fulfilled their promises to Nigerians.

MY ADVICE TO ALL SINGLE GUYS:

Some guys are still naive and ignorant of what marriage really entails. Before you marry a lady, there are many things you need to consider. Look beyond her shape, beauty, etc. Her beautiful shape, pretty face and sexy boobs will not give you a happy married life. You should be more concerned about those things that will make you enjoy your marriage. Right now many men are enduring their marriage. They are not enjoying it. The reason is that they married their wife because she is sexy, she is beautiful, she is good in bed and she has sexy shape. I wouldn't want you to make the same mistake. Before proposing to a girl, 1. Check her family background. Find out about the type of parents she has. It is dangerous to have bad inlaws. 2. The lady herself should be a God-fearing lady. You need God in your marriage. 3. She may not be 100% perfect in character but she should be a lady who takes correction and accepts her faults whenever she does a wrong thing. 4. She should be submissive and respect you. 5. She should be a lady who gives you advice and helps you to plan your life and who has something meaningful to offer to your life; not a girl who has nothing to offer except sex. Marriage is not all about sex. It is an institution.

NIGERIANS WERE NOT WRONG TO VOTE FOR CHANGE







Nigerians were not wrong to vote for change neither will they regret  ever voting for change. We all need to realise the fact that along this trajectory of change somethings will have to give way. My suggestions are as follows:
1. We should stop celebrating any politician whose integrity has been called to question untill when they cleared their names
2. Any politician that is disrespectful of the platform that gave him/her the privilege to be a legislature is not worth been respected by the party. If Saraki and his co travellers can be so scornful and disrespectful of their party then they should resign their membership of the party if not the party should show them them the way out.
3. Nigerians are tired of recycling corrupt politicians that and that is why they voted for change believing that PMB will display exceptional courage and political will to checkmate these corrupt politicians. PMB should up the game so as to infuse some sanity into the system.
4. What manner of senate leadership is this: a President (without immunity) having corruption case hanging on is neck; a senate majority leader having a terrorism case hanging on his neck; a deputy senate president that supervised a failed constitutional amendment with billions of naira down the drain; a host of discredited former governors who are now principal officers have corruption cases still pending against them. Supposing the anti corruption agencies arrest them what happens? My take is PMB should build state institutions that can make his jobs easier and at the sametime give these shameless politicians some viable assignments outside the parliament.
The journey should begin now!

Food for thought...

I just love this story!!! One night President Obama and his wife Michelle decided to do something out of routine and go for a casual dinner at a restaurant that wasn’t too luxurious. When they were seated, the owner of the restaurant asked the President’s secret service if he could please speak to the First Lady in private. They obliged and Michelle had a conversation with the owner. Following this conversation, President Obama asked Michelle, “Why was he so interested in talking to you?" She mentioned that in her teenage years, he had been madly in love with her. President Obama then said, “So if you had married him, you would now be the owner of this lovely restaurant?" Michelle responded, “No, if I had married him, he would now be the President Of The US.” Believe it or not, sometimes it's a woman that makes a man who he is! So for the single men that are still searching for a wife, may God help you to find that help mate that will turn you from " a nobody" into "a somebody". For that single lady that is reading this, may you be that blessing no man can do without.

As napodites, we surely have our work cut out for us Bukola Saraki is SELECTING people that will go with him to PDP and these are the people that will fight Buhari against fighting CORRUPTION… Corruption is fighting back the CHANGE we all voted for… Saraki is the ring leader…. sponsored by no one but Atiku… Now Buhari will regret that statement of "I will work with anybody in the Senate"…
How can Buhari work with these group of corrupt politicians??? and who loses at the end of the day… WE! YES WE THE MASSES
They say Tinubu is a greedy and over ambitious man, his first party ticket he gave it to Atiku, second one he gave it to Ribadu, third one he gave it to Buhari. Both Atiku and Ribadu later moved to PDP but Tinubu remained in opposition. Who is over ambitious?
He strategized and survived in opposition for 16 years when others were all jumping shamelessly from one party to the other, he gave Buhari the pedestal to attain his ambition but now he is labeled the number one enemy of Buhari by the same people that felt he can never be President. They all rush to pay OBJ allegiance forgetting he brought GEJ to power and brought him down but Tinubu brought Fashola and never brought him down despite perceived differences. Lest we forget, never bite the hands that fed you cos you might lick the boot that kicked you.  Kudos Jagaban!!!

Marriage is the only school where you get the Certificate before you start.
It's also a school where you will never graduate.
It's a school without a break or a free period.

Be reminded that you are just a student not the principal.
God is the only Principal.
Even in times of storms, don't be unwise and run outside.

Never go to sleep before completing your
assignments for the day.

Just as Roe v. Wade did not settle the question of abortion over forty years ago, Obergefell v. Hodges does not settle the question of marriage today. Neither decision is rooted in the truth, and as a result, both will eventually fail. Today the Court is wrong again. THE NATIONAL ASSEMBLY AND ITS CRISIS


A legislator-member of the All Progressives Congress (APC) has offered an explanation for the free-for-all which occurred on the floor of the House of Representatives on Thursday, June 25, 2015.
 Nasiru Daura, the representative of Zango/Baure Federal Constituency of Katsina State gave an insight into the incident via a press statement.
It reads:
“We are here on behalf of our colleagues of the APC House Caucus to explain to you the unfortunate occurrence during today’s plenary session.”
“The action that occurred inside the chamber of the House of Representatives was in reaction to the illegal and unconstitutional action taken by Speaker Yakubu Dogara of the House of Representatives, an action in his usual tradition of total disregard to the wishes of the majority members of the APC Caucus, the Party itself and the spirit of the Party.”
“We are aware of a letter sent by our Party, APC, dated 23rd June 2015, conveying the approval of the party’s principal officers vis a vis the APC House Leader, the APC Chief Whip, the APC Deputy House Leader and the APC Deputy Chief Whip for the House of Representatives.”
“This letter by the Party is in compliance with the expressed wish and mandate of the Majority Members of the APC Caucus in the House of Representatives. This action of the party and the APC House Caucus is in compliance with the Nigerian Constitution, the House rules and parliamentary tradition, practices and precedents in Nigeria and all over the World.”
“But to our surprise and in breach of our privilege and rights as contained in the Constitution and extant House Rules, Mr. Speaker refused to read the letter from our party.”
“…Speaker Yakubu Dogara of the House of Representatives cannot under extant laws and House rules appoint, choose, select, dictate or even provide guidance on how Party Principal Officers emerge or are elected or selected. That responsibility and authority lies with each Party and Party’s Caucus members in the House.”
“If I may ask, is Speaker Yakubu Dogara empowered to do that for the PDP House Caucus? “
“This action by Speaker Yakubu Dogara cannot and will not be allowed to stand as it will set a dangerous precedent in our parliamentary practice as it will give the Speaker the right and authority to appoint, choose, select, dictate or even provide guidance on how Principal Officers emerge or are elected or selected by the Majority and Minority Parties in the House of Representatives. This action is capable of truncating our democracy.”
“We, the loyal and disciplined majority APC Caucus in the House of Representatives are fully committed in ensuring that our party’s and President Muhammadu Buhari’s manifesto, agenda and positions prevail despite the efforts and shenanigans of the opposition party(s) and the few disloyal and undisciplined APC party members in the House of Representatives.”
“We are determined in our efforts to utilise all legislative strategies available to us, so as to ensure the compliance with due process and democratic norms and values. We shall persevere, come rain come shine!”

Methods And Rules Of Statutory Interpretation (English legal system)

There are various methods and rules of statutory interpretation (The main focus is on the rules of statutory interpretation but It will start with the methods of statutory interpretation because without the method there won't be rule to guide the method/way of statutory interpretation) Statutory also know has Statute is a written law passed by a legislative body (Statute means Law) The Statutory interpretation is the process by which courts interpret and apply legislation. Some amount of interpretation is often necessary when a case involves a statute Sometimes the words of a statute have a plain and straightforward meaning but in many cases, there is some ambiguity or vagueness in the words of the statute that must be resolved by the judge. To find the meanings of statutes, judges use various tools and methods of statutory interpretation, in common law, the judiciary mostly apply rules of statutory interpretation to legislation enacted by the legislature >There are two major Methods/Ways in which judges can approach a statute and interpret it this includes the "Literal approach" and the "Purposive approach". *The literal approach is where the judge should take the literal meaning of the legislation and not go beyond or behind the legislation to find the meaning of that law, The literal approach does help to establish to find the true intentions of parliament as the parliament wouldn't purposely create legislation which would cause absurd outcomes within court. *The purposive approach does not limit the judge in going beyond and behind the legislation to find a meaning of that law. This is usually done to ultimately follow the main reason for that law being created. >There are three major rules of interpreting statute, the rule that guide the literal and purposive approach explained above; they are described below. Firstly, The Literal Rule is where judges take the literal meaning of statute and apply this to the case at hand. Secondly, The Golden Rule allows judges again to take the literal meaning of the statute but if the decision will lead to an absurd outcome then the judge will intervene and use their common sense to make a judgment. ~There can be two types of the Golden Rule, the wider meaning and the narrow meaning. ~The narrow meaning is used when there are two contradictory meanings to a word in the statute. If this occurs the court will take the meaning which doesn't create an absurdity. ~The wider meaning is used when the legislation only has one meaning and where applying this meaning will cause an “absurd, inconsistent and inconvenient” outcome. Thirdly, The Mischief Rule is usually used to determine what parliament actually meant by creating the act. ~There also aids available to the judiciary. There are two types of aids available intrinsic and extrinsic. ~The intrinsic aids allow the court to find the meaning within the statutes, i.e. judges can look at the detailed title and the explanatory notes of the statute. ~Extrinsic aids again allow the judiciary to find the meaning of the statute. Judges can look at things outside to understand a statute completely i.e. they can look at Dictionaries, reports from the Royal Commissions. Sometimes Hansard is used to find the meaning of a statute but not the reason for the law being created, Hansard is used very rarely. Finally,The Statutory interpretation is the process by which courts interpret and apply legislation, that is, the law passed by the legislative are interpreted by the judiciary using the methods(approaches) and rules above.

EXAMINATION MALPRACTICE IN OUR UNIVERSITIES

Exam malpractice has become an uncontrollable disease affecting our universities. It has affected the education system in very negative way and as a result students enter into university with the impression that exam malpractice is a normal affair. Some of the students believe that certicate can be purchase like item in a market square, it’s really deplorable to find out that these set of students have failed to comprehend the importance of knowledge, wisdom and education. And with this entire complicated situation, the university staffs are not really helping.
Exam malpractice can be define as anything done by stakeholders such as examination administrators, teachers, parents and students that is likely to render the assessment or examination ineffective or useless.
It can also be regarded as any form of fraudulent activity that aims at better result than the candidate’s actual intelligence.
It is also define as non-compliance to the rules and regulations controlling the conduct of an examination.
The need for solving the problem of examination malpractice and related offences led to the promulgation of act 33 of the 1999 to serve as deterrent to those who normally perpetuate this act.
The various form of examination malpractices offences observe are:

·         Obstruction of supervisor in carrying out his duties

The act 33 of the 1999 also defines offences such as:
Ø  Leakage: involves content of examination disclosed to candidates prior to time of taking examination, this could involve staff, test developers and test moderators.
Ø  Administration: exam malpractice at the administrative level involves an individual who is not registered as a candidate but takes the place of one that is registered. It also involves students and lecturers taking the test for monetary reward or as favor for a friends and acquaintances
Ø  External assistance: it is the form of malpractice where invigilators dictate answers, write answers, circulate sheet of worked out answers during the exam or act as carriers of unauthorized materials into the exam hall.
Ø  Smuggling of foreign materials: this is the most common form of malpractice, it relates to the bringing of unauthorized materials into the exam hall
Ø  Copying: this is the reproduction of another candidates work with or without their permission, it usually involves only the students but can be facilitated by inadequate spacing between desk and poor supervision
Ø  Substitution of scripts: replacing answer sheets handed out during the exam with the one written outside the exam hall, this involves supervisors, lecturers
Ø  Marking malpractice: this is a deliberate alteration of marks designed to inflate or deflate a candidate’s original mark.

There is a need to elaborate an examination policy that will promote the education system and set a standard that is specially design to maximize success while focusing on leadership development.

Speaking at a meeting with the Permanent Secretary, Federal Ministry of Defence, the Chief Of Defence Staff, Service Chiefs and Heads of National Security Agencies, President Buhari said, however, that military check-points could be retained in areas outside the North-Eastern states where the military considered them absolutely essential for the maintenance of national security.
Reaffirming his administration’s total commitment to ending the Boko Haram insurgency in the shortest possible time, the President welcomed the progress report he was given on the implementation of his order that the Military Command Control Centre be relocated to Maiduguri.
President Buhari who, in keeping with the declared priorities of his government, made the meeting with defence and security chiefs the top item on his schedule on his first day at work in the Presidential Villa, also expressed satisfaction at the progress made so far in the implementation of the decision of the Lake Chad Basin Commission to fast-track the deployment of the Multinational Joint Task Force based in Ndjamena.
The defence and security chiefs who met with the President and Vice President Yemi Osinbajo for over three and half hours, also briefed them on the refurbishment of existing military platforms and the acquisition of new weapons for the Armed Forces.
